NCDMB maintains lead in efficiency and transparency, Presidential Council reports

The Nigerian Content Development and Monitoring Board (NCDMB) has once again secured the top spot for business efficiency and transparency among ministries, departments, and agencies (MDAs), according to the latest evaluation by the Presidential Enabling Business Environment Council (PEBEC).

The ‘2024 Half Year Transparency and Efficiency Compliance Report,’ covering the period from January to June 2024, was released on Tuesday in Abuja.

It shows NCDMB scored 71.6% in Efficiency Compliance and a perfect 100% in Transparency Assessment, culminating in an Overall Business Facilitation Act (BFA) Performance score of 80.1%.

PEBEC assesses the overall performance of MDAs using a weighted scale that attributes 70% to efficiency and 30% to transparency.

The NCDMB’s latest ranking marks the 30th consecutive month it has held the top position, having first achieved the honour in the January-June 2022 review period and consistently leading throughout 2023.

The Efficiency Compliance Ranking by PEBEC evaluates MDAs based on adherence to service level agreements (SLAs), cost management, procedural efficiency, compliance with the One Government directive, and instances of Default Approval as per the Business Facilitation Act of 2022.

For the Transparency Ranking, the focus is on the extent to which MDAs make essential information publicly accessible, including clarity and completeness of published details on SLAs, operating procedures, eligibility requirements, timelines, and fees.

PEBEC’s year-on-year overview highlights progress in MDAs’ adherence to SLAs and digitization efforts, despite ongoing bureaucratic challenges and issues with consequence management.

The Council expressed optimism about the outlook for efficient public service delivery, citing the administration’s commitment to fostering a conducive business environment.

The report also noted a significant improvement in overall rankings, with over 60% of MDAs now scoring above average, compared to previous evaluations.

The 2024 Half Year Report covered 40 MDAs, classified as ‘PEBEC Priority MDAs.’ Following NCDMB, the Standards Organisation of Nigeria (SON) and the Nigeria Agricultural Quarantine Service (NAQS) secured the second and third positions, scoring 78.2% and 74.8%, respectively.
